2017 AADC Bylaw Amendment Proposal

There is a proposal to amendment FOUR articles in AADC’s Bylaws.  Below the CURRENT Bylaw text is the PROPOSED amendment changes to that Article in the Bylaws.  The changes are highlighted in BOLD ITALIC.
Please review these proposals as we’ll discuss these proposals at our September and October meetings prior to voting on adoption of these amendments (or not), with any revisions made, via an e-mail vote in October of all AADC members.

1. CURRENT 2017 Auburn Area Democratic Club Bylaws – Article VI: DUES

Article VI: Dues
Each member shall pay dues as follows:
General Membership – $25 per year
Student (Full time) – $10 per year
Kennedy Membership – $50 per year
Roosevelt Membership – $100 per year
Jefferson Membership – $250 per year
Life Membership – $500 one time

PROPOSED AMENDMENT – Article VI: DUES (Sept. 2017)

Article VI: Dues
Each member shall pay dues as follows:
General Membership – $25 per year
Student (Full time) – $10 per year
Kennedy Membership – $50 per year
Sustaining Member – $5/month ($60 yearly)                                    
 Roosevelt Membership – $100 per year
Jefferson Membership – $250 per year
Life Membership – $500 one time  (Life Membership may be a couple)

2. CURRENT 2017 Auburn Area Democratic Club Bylaws – Article VIII: EXECUTIVE BOARD

Article VIII: The Executive Board (the Board) shall be comprised of the five officers of the Club, as follows: the President, Vice President, Secretary, Treasurer, and Representative at Large. Each Board member shall have one vote.

PROPOSED AMENDMENT – Article VIII: Executive Board (Sept. 2017)

Article VIII: The Executive Board (the Board) shall be comprised of the five officers of the Club (President, Vice President, Secretary, Treasurer, and Representative at Large) and the Chairs of AADC’s Standing Committees (currently four Chairs) and our PCDP Representative. Each Board member and Chair shall have one vote. If a Committee has two Co-Chairs each Co-Chair will have one-half vote.

3. CURRENT 2017 Auburn Area Democratic Club Bylaws – Article XII: FINANCE

Article XII: Finance
A minimum operating fund of $2,500 shall be maintained at all times. This rule may be temporarily suspended by a majority vote (50%+1) of members at a Club meeting. Expenditures will be made in accordance with a budget prepared by the Treasurer and approved by the membership. Expenditures up to $250 must be approved by the Executive Board. Expenditures over $250 must be approved by a majority vote (50%+1) of members at a Club meeting.

PROPOSED AMENDMENT – Article XII: FINANCE (Sept. 2017)

Article XII: Finance
A minimum operating fund of $2,000 shall be maintained at all times. This rule may be temporarily suspended by a majority vote (50%+1) of members at a Club meeting. Expenditures will be made in accordance with a budget prepared by the Treasurer and approved by the membership. Expenditures not included in the approved budget and up to $300 must be approved in advance by the Executive Board. Expenditures over $300 and not included in the approved budget must be approved in advance by a majority vote (50%+1) of members at a Club meeting.

4. CURRENT 2017 Auburn Area Democratic Club Bylaws – Article XIII: ENDORSEMENTS

Article XIII: Endorsements and Campaign Contributions
Motions for endorsements of candidates for public office may be made by members at any general meeting provided the subject is listed on the Club’s agenda.
NOTE: Current AADC bylaws have no provision for pre-endorsement conferences, including selection of pre-endorsement delegates to these conferences.
PROPOSED AMENDMENT – Article XIII: ENDORSEMENTS (Sept. 2017)

Article XIII: Endorsements and Campaign Contributions

California Democratic Party’s Pre-endorsement Conference allow for one vote for every 20 AADC members in good standing within an Assembly District. Due to the tight timeline for 2018 AADC delegate identification, AADC’s selection for these Pre-endorsement Conference delegates will be first by Board Members, then by Committee Chair Members, then by individual AADC Members as selected by the AADC President for their activism.  In future elections AADC plans to more democratically select these delegates.
AADC pre-endorsement delegates are required to vote, in the first round of the Caucus, per the preponderance of AADC membership feedback on the top candidate in each race.  AADC delegates are free to vote as they deem appropriate in subsequent voting rounds.
